NEW EDUCATION POLICY AND SOME APPREHENSION

Considering the fact that we are a country of almost 1.36 billion people now, thus there was an urgent need for a progressive and practical national education policy since it was in 1986 when the last education policy was brought. Since education converts human population into human-resource and as such human-resource country can strengthen itself for the overall development, socially, politically and economically. In this regard the new education policy is really a very good initiative, though it is progressive but doesn't look practical.

Various provisions included in this new education policy are really commendable such as, focus on vocational studies in school and for that provision for the National committee for integration of vocational education is really commendable. Similarly emphasis on digital and computer education like dedicated unit for digital and online learning also computer coding to be taught from class six onwards. 360 degree evaluation of students which will also include their skill. Emphasis on research and experiment for which National research foundation to be established. Importance of board examination will be reduced and can be conducted twice. Early childhood care for children below five years and education curriculum to be carried out by the government. National mission on foundation literacy and numeracy to be set up by the government. Emphasis on nutrition and health care for which regular health check-up for school children to be carried out. Content focuses on ideas, application and problem solving. Bringing flexibility in the choice of students for choosing subjects specially in secondary school, so far such functional flexibility was available only in JNU. Medium of instruction will be local or regional languages specially in primary education and so on. These are few provisions suggested in the new education policy which seems to be good but not practical in some cases.

Although all the provisions talked in this vision document is really good but considering the present government's attitude and vision towards education so far, it looks like bringing Ram Raj ( utopia) as they had promised in 2014. Since so far the average spending on education to India's GDP is around 2.86% in this government while it was around 3.36% in the UPA-2. Hence this vision document may not also prove to be one another Jumala as was Smart City mission and various other visions which they had brought in 2014-15. Considering the present condition of education facilities and its infrastructure and the work done in the last six year in this sector, this vision of new education policy seems to be unrealistic. So far it has been seen that this government has kept on reducing the expenses of India's GDP on the education sector and now they have come up with a new policy in which they have talked about giving six percent of Indian GDP, looks like one another jumla. So far it has been seen that this government has kept on targeting higher educational institutions like JNU, BHU, Jamia Islamia etc and there has been continuous confrontation between the colleges and government all across the country, thus it creates apprehension in the mind about their commitment towards this utopian new education policy.

However the whole country will hope that this new policy on education will be implemented word by word in the coming time and for this government will bring various legislations very soon. And instead of emphasising on the private sector only the government will implement it in such a way that it will be available to those students also who live in far isolated villages where at present even roof is also not available for them. Hence hopefully the government will address the inequality in the availability of education facilities also and will be available to every child irrespective of their social and economical status. Because this gap of inequality is very wide at present and keeps on widening with the passes of time. Hence hopefully this very normative provisions will be implemented soon and will be available to every individual student in the country irrespective of their social and economical status. And the inequality in the availability of education will be also addressed.
